The Vietnam Industrial Park Forum 2024, themed "The Rising Era of Vietnam's Industrial Parks," will take place from 08:00 to 18:00 on Thursday, December 19, 2024, at Vinpearl Landmark 81 Autograph Collection.


The forum is supported by IDH (Netherlands) and the Vietnam Industrial Real Estate Association (VIREA). The Vietnam Industrial Zone Portal (VIZ) is the organizer.


Context of the Forum


The world is experiencing complex and dynamic changes, with international and regional multilateral forums since early 2024 serving as critical platforms for dialogue and cooperation to address strategic political, economic, and social challenges. Many countries, particularly small and medium-sized nations, are leveraging these forums to enhance their global standing and voice, fostering trust and multilateral collaboration to tackle shared global challenges.


The restructuring of global supply chains is occurring rapidly and has been a key topic of discussion at numerous international and regional multilateral forums in the first half of 2024. The COVID-19 pandemic, geopolitical tensions, and strategic competition among major powers have exposed the vulnerabilities of current supply chains, prompting nations and businesses to seek new solutions. Climate change and the need for energy transition remain urgent issues, extensively discussed at international and regional multilateral forums in the first half of 2024.


With the increasingly severe and tangible impacts of climate change on the global environment, economy, and society, the transition to a low-carbon economy is emphasized not only as an environmental necessity but also as a significant economic opportunity. The digital technology revolution, with artificial intelligence (AI) at its core, is regarded by scholars and experts as a key driver shaping the future of the world.


International and regional multilateral forums in the first half of 2024 have also focused significant attention on this topic, particularly the role of AI and the growing challenges of cybersecurity. Vietnam, as an active and responsible member of the international community, has proactively participated in and contributed to these forums, enhancing its position and reputation on the global stage.


Speaking at the 79th anniversary celebration of Vietnam’s National Day (September 2, 1945 - September 2, 2024), General Secretary and President Tô Lâm stated that Vietnam is entering a new era, an era of the nation’s rise, with aspirations for development and achieving great accomplishments.


Objectives of the Forum


Vietnam Industrial Park Forum 2024 – Driving Smart Transformation and Sustainable Development in the New Era

At the Vietnam Industrial Park Forum 2024, speakers and guests will gather to discuss and exchange ideas on key topics including policies and regulations, infrastructure transformation for sustainable development, FDI promotion, finance and capital markets, labor and employment, and ESG (Environmental, Social, and Governance) practices in industrial parks. The forum will also share experiences in implementing sustainable smart industrial park models and propose policy solutions to transition Vietnam’s industrial parks from traditional models to sustainable smart industrial parks in the nation’s era of advancement and the global context of green transformation toward Net Zero.


The forum aims to consolidate the opinions of domestic and international industrial parks and related businesses that share a vision for sustainable development in the new era. It seeks to propose solutions for common and urgent issues, promote specific actions, facilitate the exchange of experiences among participants, and contribute innovative ideas. The event will foster unity to attract foreign investment into Vietnam’s industrial parks in 2025 and beyond, enhancing competitiveness regionally and globally.


With the goal of strengthening dialogue and cooperation in industrial park development, the forum serves as a bridge connecting investors and domestic and international businesses with state management agencies. It facilitates connections between industrial parks, investors, and financial institutions to secure funding for sustainable projects. The forum also promotes collaboration among government agencies, local authorities, international organizations, industrial parks, and manufacturers to drive sustainable industrial production growth, meeting the standards of global manufacturers and major investors. Additionally, it provides a platform for individuals and organizations to introduce initiatives and solutions for the sustainable transformation of next-generation industrial parks.


Through reports and discussions by speakers, the forum aspires to shape strategies and models for the development and transformation of industrial parks toward sustainable smart systems, addressing trends such as smart industrial parks and the application of Industry 4.0 technologies.


The Vietnam Industrial Park Forum 2024 targets concrete outcomes, including the participation of 300 senior leaders and 35 leading reputable speakers; a comprehensive report summarizing discussions, initiatives, and reference materials on various topics, including 35 presentations from the speakers; and commitments and agreements for bilateral and multilateral cooperation to promote sustainable development and enhance global competitiveness. Information about IPFORUM 2024 will be directly communicated to 400 industrial parks, 1,000 industrial clusters nationwide, 50 business associations, and over 1,000 related enterprises.


The discussions, feedback, and proposals from the speakers will be compiled by the organizing committee into reports submitted to the Central Economic Commission, the Government, relevant ministries, local authorities, and organizations, as well as disseminated through mass media on the Government’s electronic portal, Vietnam Television, specialized journals, and over 30 major domestic and international media outlets.


Content of the Forum


The Vietnam Industrial Park Forum 2024 consists of 2 plenary sessions and 3 panel discussions, focusing on the following key topics:


The first plenary session in the morning includes presentations and group discussions on the following three topics and issues: Legal and policy framework for industrial park development; Transformation of infrastructure development for next-generation, smart, and sustainable industrial parks; Enhancing competitiveness and investment promotion, as well as positioning the brand of Vietnam’s industrial parks in the era of advancement.


The second plenary session in the afternoon features speakers, industrial park representatives, and guests listening and discussing three groups of issues: ESG (Environmental, Social, and Governance) practices in industrial parks and practical implementation experiences; Development of green logistics in the transformation of next-generation industrial parks; Transformation of the industrial park model in Ho Chi Minh City; Promoting compliance and responsible business practices in supply chains; Investment capital sources for the sustainable development of next-generation industrial parks.


At the panel discussions, the Forum focuses on in-depth exchanges on the following topics:


Policies for Next-Generation Industrial Park Development: Speakers will analyze the current legal framework, share insights on challenges and difficulties, and propose specific solutions to improve the legal and business environment in the new context, fostering sustainable development for industrial parks, promoting international integration, and enabling smart and sustainable transformation.


Infrastructure Transformation for Next-Generation Industrial Parks: The Forum proposes strategies to modernize industrial park infrastructure, meeting green transition requirements, enhancing competitiveness, and establishing a foundation to attract foreign direct investment (FDI).


Enhancing Competitiveness, Promoting International Investment, and Optimizing Financial Resources: Discussions focus on promoting FDI, mobilizing financial resources, effectively utilizing capital markets, and identifying support resources for the development of smart and sustainable industrial parks.


Applying Environmental, Social, and Governance (ESG) Standards and Aiming for Net Zero: Sharing practical experiences in applying ESG standards in the management and operation of industrial parks, with a focus on achieving Net Zero goals. The Forum will also introduce initiatives and models of smart, sustainable industrial parks from both domestic and international contexts for replication in Vietnam.


Smart and Sustainable Next-Generation Industrial Parks: Speakers and delegates will provide specific policy recommendations and examine opportunities and challenges from various perspectives to facilitate the transition from traditional models to smart, sustainable industrial parks, aligning with global green development trends and the nation’s aspirations in the new era.


Promoting Multi-Stakeholder Dialogue and Cooperation to Enhance Competitiveness and Innovate FDI Promotion: The Forum serves as a platform to consolidate the perspectives of industrial parks nationwide with a long-term vision. It provides a foundation for exchanging practical experiences, proposing initiatives, and recommending urgent solutions to enhance the competitiveness of Vietnam’s industrial parks regionally and globally, focusing efforts on investment promotion and attracting high-quality FDI.
